If everything is good then the problem will be the control column lever switch. It surely is fried that's why it won't communicate to the cruise control. I strongly suggest that you have the control column switch replaced to resolve the issue. You may get one from the junkyard to cut the cost.

I have a1985 380 SE. how do i drain the automatic gearbox fluid?

under plastic cover by the fuel pump/pumps passenger rear under car.

Look for fues system pressure retention. IF fluid pressure drops off, sometimes this happens. What fuel system does the car have?

After an hour, an enrichment circuit may be called, allowing start.

Does the engine turn over at normal speed?

You may find one at a Pull and Save yard. there are many in most all of the states. Or find one at a junk yard.

Check your trunk release fuse in fusebox. I used a locksmith for mine when all thaT FAILED.:)

Try looking on the passenger side foot well. On my 85 380 there is a small cutout on the right side panel that hides the fuse block.

Look the fuses over carefully as they can have hairline cracks that don't show up from a distance.
