You will have to unplug the in-tank unit's connector,and figure out which wire is the fuel level sender.If you ground it,the gauge will go to full or empty(can't remember which)and it will go to the opposite extreme when you unground it.(Most likely the sender is bad,and if you are pulling out the in-tank unit,do yourself a favor and replace the fuel pump at the same time).

If I remember correctly if you look at the back side of the fuse cover, it should tell you what the fuses are. Also in the owners manual in the index, under fuses, it should give you a diagram of the fuse location for the acc. outlets. Good luck. The fuse should be a 20 or 25A fuse.

Relay in fuse box under hood on driver side wheel well labeled HDM, #46 on 2004 Envoy XUV. Swap with relay #45 labeled "Fan" to test. That was my problem.

There are two fuse boxes/block One fuse block is located under the hood in the engine compartment on the driver's side of the vehicle. Remove the primary cover by pressing the two locking tabs. Remove the secondary cover by snapping off while lifting. To reinstall the fuse panel cover, reverse
the sequence.
The 2nd fuse box is located under the rear seat cushion
