Are you using the original key that came with the car? The chip in that key may have gone bad. Try using the spare key that should have come with the purchase of the car. You may also be having battery issues. If all else fails....call the people who really know how to rape you...DUM Dum dummmmm....the dealer

SOURCE: how do i change the car battery for 2006 cobalt?
the battery is located in the trunk under the carpet where the spare tire is located, loosen the 10 mm nuts on the terminals and pull them off, gently pull the vent hose from the battery, loosen the bolt for the battery hold down, usually a 13mm or 15mm, remove battery and reverse the process to install

Start with the basics. Check the fuses (all of them) with a test light and be sure you have power to each and that they are good. Then be sure that the power lock relay is good by swapping it with another relay in the fuse block. If the fuses are good and the relay is swapped and the locks still aren't functioning, you may have an issue with the BCM. The BCM can be programmed to change the behavior, but if the car has had water damage, or other stress to the BCM (voltage, heat, etc.), it can sometimes damage the BCM and you will need to replace it and reprogram it at a GM dealership.

Fault with the IAC valve.there maybe a trouble code associated with it also./ Go to your nearby autozone or auto parts retailer and ask them to put a scanner to the car....make note of the codes if any are found. the IAC valve i usually locate don the throttle body and can be removed for inspection and sometimes cleaning using a good throttle body cleaner spray and a pipe cleaner brush.
