Dear Mr. bclester, you have not indicated whether you have checked your fuses. First check them and then if they are ok, check the horns themselves. Remove them individually and test them on your battery. Are they fine? Let me know so that I can advise you on what to do next.

You can replace the horn. Check to see if the wires connected to the horn have power. Check with a test light. If power is present then the horns are bad.

Not positive on a toyota, but this is usually a feature than can be enabled or disabled with a factory and some aftermarket scan tools. There may also be a manual way to disable the horn function. Check your owner's manual.

Check first the FUSE! Check the relay!
Then let somebody push the horn pad in the steering wheel, while u listen at the RELAY, if you hear any "click" sound that means relay is working! If the relay is working NOW the problem lies in the HORN itself and needs to be replace! Check the wiring too! There might a disconnected wire or a FAULTY ground to the HORN! Taah!

1999 toyota corolla Horn doesn't work.

Usually the wire from the steering wheel is Green w/Red and the wire to the horn from the fuse box is White. There is only one fuse, sometimes shared with the emergency lights. Check to see if there is power to the horn itself with a volt meter.
