Dodge, like almost everyone else, makes what is called shift interlock for automatic transmissions. This is to prevent a small child from accidentally shifting the vehicle out of park without having their foot on the brakes. Then Dodge made 2 safety helps for when that shift interlock might fail. First none is that you can pull up on the emergency brake, this allows you to put the vehicle in gear and continue on your way. The second is a small round access hole in the passenger footwell side of the hump when removed it will let you unlock the solenoid manually. The shift interlock is an electric solenoid that is energized by the brake switch so you need to have it looked at to see if it is a bad switch, solenoid, or maybe even just a fuse. Good luck Dale

Probably a problem with the shifter interlock system . Won't allow the gear selector to move from park with the engine running unless the driver is pushing on the brake pedal . Locking solenoid in the shifter , brake pedal switch , wiring etc... may even have a body control module in the loop controlling these system . Do the brake light's work ? Some of these system's have a release point in the shifter assembly . Don't know if this is your problem without checking it out . The brake shift interlock should have an emergency release button...this is usually located at the base of the shifter...you will need to insert a slim object into the coin size release opening...look on both sides of the shifter for the opening...this is a factory over-ride...hope this helps.
The shifter release solenoid is activated by the brake light switch. Check to see if the brake lights are working when you press the brake pedal. If not, that may be the reason why the shifter won't come out of park. You may need to replace or adjust the brake light switch. (It's located at the top of the brake pedal arm).
I am thinking your problems are one in the same you have a safety lock on your shifter that will not allow you to shift it from park unless you push down on the brake which then send a voltage signal to unlock your shifter but if the voltage is never sent you will not be able to shift it out of park. There is an emergency access through a small hole next to your shifter that you could put a screw driver in there and push down to unlock your shifter. Sometimes this hole has a small cover over that you need to remove. Check to see if your brake lights are working if not this could be the problem as the voltage needed to unlock your shifter usually comes from the brake switch down on the brake pedal let me know how it goes.

did you wiggle the steering and turn the key and wiggle the shifter to park? at once.
there is thing called park lock out but works moving from P/N to gears active, R/D/L. usually going to N/P is no problem. unless cables are rusty.
Check the brake pedal position sensor to see if it is lose or malfunctioning. Most late model cars will not allow you to move the gear shifter out of park unless the Brake Pedal is depressed and you are pushing a release button on the shifter. An emergency bypass on some cars will allow you to shift from park to Neutral with the CAR TURNED OFF and the key just turned to on. Try that also and if it allows you to move to Neutral you can start in neutral and then with brake held in you can shift back to Drive. If this doesn't work you may have an antitheft interlock preventing you from operating the shift lever or some linkage to release the shifter may have broken or come lose from a connector.
happens to me allot,it will go in gear but you will have to apply allot more pressure than normal to get it out of park,the steeper the incline the harder you will have to pull on gear shifter( you will almost think your going to break the shifter,but you wont) to keep it from happening next time,when you pull in and put in park before you let off brake pedal apply the emergency brake,and when you get back in car to leave,start and put in gear then release the emergency brake.....
