Why bother buying something with a problem?
Get the owner to take it with you to a transmission shop and get their take on it and potential cost. Then get that knocked off the price if you really really want to buy it. My advice is that there are thousands out there, why buy a dog?

The transmission is probably staying in 2nd gear (limp mode) indicating an electronic issue. Your van will have a 4L60-E transmission
