Re: 99 dodge 2500 5.9 cummins fuel pressure at 3psi
The 3 psi is caused by a failed transfer pump. The problem the loss of could be the VP44 injection pump. This pump should be run at min 7psi. I had the same fuel pressure problem. I replaced my stock transfer pump with a FASS DDRP from www.usdieselparts.com. The stock pump is over $200 to replace and will fail again, sometimes right out of the box. The DDRP will supply about 15psi to the pump and is simple to install. I hope this helps.

loosen one fuel line to one of the injectors, try to start the truck and look for the fuel to spray out of the line. it should spray rather hard if the injector pump is working right. if it just dribbles or trickles out you have a weak pump.
the cause of your problem would be dirty injectors, and or dirty fuel filters on truck. check the filters and replace the fuel filters. also check your air filter . if it's dirty replace it as well. hope this will help!!!
COULD BE GLOW PLUGS NOT OPERATING.CHECK GLOW PLUGS FUSE AND RELAY.THE FUEL TRANSFER LIFT PUMP NOT WORKING CHECK ITS FUSE AND RELAY.OTHER POSSIBLE CAUSES.STOP UP PRIMARY FUEL FILTER.AIR IS GETTING IN FUEL SUPPLY LINE.FAULTY INJECTION PUMP.OR FAULTY PCM.
Please clarify the "loosing power" does it lose power and shut down or does it loose power but will idle? Your Cummins is electronically controlled so oil condition is important, fuel leaks, oil leaks, leaks in the air ducting between the turbo and the intake, sensors, water in the fuel. Do you get an engine light when this trouble happens? Dodge uses a lift pump to carry fuel to the the injection pump, is it working?
IT SOUNDS LIKE THE LIFT PUMP OR POSSABLE FUEL RESTRICTION CHANGE THE FUEL FILTER ALSO CHANGE THE AIR FILTER IF THAT DOSENT FIX IT YOU WILL NEED TO CHECK THE FUEL PRESSURE OUT OF THE LIFT PUMP BEFORE YOU WASTE THE INJECTION PUMP
there is a technical service bulletin to relocate the fuel pump on this vehicle when the transfer pump needs replaced. there is the possibility the transfer pump is going bad on the 2003 now...its not good to run them low or out of fuel
