Don't know why someone did not suggest a horn relay. You can find wiring diagrams and fuse box layouts on the Web. Autozone has both free help and pay help on their site. Think Rock Auto shows relay for $5 or so. Put in search term for Web your car and wiring diagram.
You may find that this is a common problem and videos are available.

sounds like you may just have an air column in the system.Try this,Remove the radiator cap,start the car,turn heat on high,wait for the car to reach normal operating temp,and add coolant as needed.(if you watch inside the radiator,as soon as the car reaches operating temp,the water level will drop,That is the time to add more)

the first thing to do is to make sure the steering is not binding up,like a balljoint or tierod , un hook the tierods and feel the turn of the wheel at the wheel not the steering wheel, make sure its not thight do the same on the other side,also take a good look at the shaft going to steering gear,ive found that the ujoints rust up and bind,causes wheel not to return, it could also be a leaking rack internally,start there, good luck.

Radiator fan or AC blower motor? The blower motor will have a fuse and a relay. The radiator fan is controled by the Variable Relay Control Module and temp sensor.... the module is located behind the grill---hope this helps.
