Fuse F2.62 - 7.5 amp , location central junction box . is this the one you checked for license plate lights ? This fuse is powered by the headlamp switch , park or headlamp position . Fuse F2.30 - 10amp powers headlamp switch , location central junction box .
It is #62 a 7.5A brown fuse

Sounds like something is connecting to the car body, I would inspect the bulb you changed make sure the metal clips or wires are not touching anything.
if you buy some of those "on tv only" lights that are bubble shaped and plastic, you can duct tape those onto your license plate area and click them on or off when needed.
Take a thin blade screw driver and gently pry between the rubber seal and the metal and pop the light out, replaced the bulb and pop the light back in. works fine.
