If the Stratus is a manual transmission, you're looking for the clutch safety switch located on the clutch pedal near the firewall; if it's an automatic transmission, the neutral safety switch is located on the transmission...probably an oblong, 3-wire connector.

SOURCE: 96' saab safety neutral switch

It is under the battery tray. Here is where it is and how to get to it.
Here is another procedural tutorial on how to remove and replace it.
Assuming that this is an automatic, the NSS is a common problem. A common, cheap and easy ten minute bypass method has been developed to get around the problem or at the least to use to confirm the diagnosis of a failed switch.

SOURCE: neutral safety switch is bad

The switch should be on the side of the transmission. On the drivers side. It will have a wire conected to it.

What can I check next after replacing starter the car still wont turn over. not a sound.

The starter wire runs from the ignition switch to the neutral safety switch (located on the transmission), then to the fuse and relay, then to the starter solenoid. Pull the crank/starter fuse look at it, put it back in if it is good. This gets rid of corrosion problems. Try to start. If it doesn't I would go to the safety switch next.

Aint getting spark to plugs

If its an automatic try putting in neutral and try starting it instead of park, if that works it's your neutral safety switch mount on the side of the transmission where the linkage attaches

1996 dodge stratus will not turn over my daughter could not get the car in park to turn it off , disconnected battery , reconnected wont start but has power

A safety device called the "neutral safety switch" will not allow you to start your car unless it is in Park or Neutral. If you start the car in neutral be careful it doesn't roll by applying the park brake. Then service the shifter-clutch to repair.
