Testing the electrical circuit before replacing parts is how it's suppose to be done . The blower doesn't work at any speed ? Did you check A/C FAN fuse 20 amp in the left instrument panel fuse box ? Blower Motor Problems Auto Repair Help
I did see where there is a fuse under the hood for the dash lights.
Other than that the dash light rheostat could be bad. In my old model cars the light switch on the dash, you would turn it clockwise to increase illumination of dash lights. The cars I have had since has button which you can push in to lock/unlock and turn clockwise to illuminate the lights. This is my best guess at this time. If someone has done any work under the dash need to make sure nothing is loose or not plugged in.
Unfortunately, GM really screwed up the 2003-2006 instrument panels and there have been thousands of problems but not recalls so far. You might want to consider a complete rebuild of your instrument cluster. There are multiple on-line places that you can send your instrument panel into and they will completely rebuild your instrument cluster and replace the dashboard lighting also. Most of them charge in the $200.00 range for this service.
It sounds like you may have a bad ground to the instrument panel. Check any "black wire" connections to the instrument panel and trace them to where they are connected to the body of the car. If you have recently had work done to the car that required removal of potential ground points (such as an alarm install, car stereo, etc) pay particular attention to those areas.
OK, I think you must be looking for variable regulator for the instrument. These are usually found on the backside of the instrument panel.
The first thing you need to do is disconnect the negative battery cable and push it out of the way so it does not drift back and make contact with the battery post.
To get at the regulator you need to remove the instrument panel.
After you remove all of the screws so that the instrument panel is loose you will need to reach up into the wiring on the back of the panel and find the heavy speedometer cable connector. This can be hard but it 's not impossible.
Once you locate the connector you need to squeeze the connector and then pull out carefully on the instrument panel.
It's usually crowded with wires in there but it can be done, although you may be cussing me as you try.
Once the cable if free from the instrument panel you can pull it out far enough to press the release tabs on the electrical connectors.
Look for a plug in device on the back-side of the instrument panel that will probably have a screw securing it.
That is the regulator.
If you take off the cover around the steering colum there should be a wire connected above your blinker switch if its not all the way pushed in tac ,speed and other lights will not work.
