SOURCE: Cruise Control - 2000 Mercury Grand Marquis LS - not working
Your manual should tell you that. Also check your brake light switch by the brake pedal. It also disengages the cruise. If it is bad the cruise will not work but the brake lights may still work.

Have seen this problem before. You need to look under dash at brake pedal and find a blue switch with plunger contacting pedal, disconnect connector and jump with a peice of wire and drive to see if cruise works and if it does replace deactivation switch this should get you going.

try getting another person to lift on the hood while you pull the release, the lift assist spring might have broken
SOURCE: I can't open the hood on my 96 Mercury Grand Marquis.
Sounds like the cable is broken. Try having someone put pressure on the hood while you pull on the hood handle in your vehicle. If this doesn't work you'll have to have your helper bang on the hood while you pull the handle. It might also be a spring broken in the hood latch either first or secondary latch. The latch is usually bolted to the front of the radiator facing the grill. If you can get something in there to release the first latch you can move the hook with you fingers. Be careful prying it open. You don't want to dent the hood.
