No it is not normal. There should be a variable vane turbo on the engine and it there is you will find an actuator in the middle that actuates the vanes around the turbine wheel to give the right boost for the engine rpm and load. Because these vanes work in the exhaust gas they tend to rust and bind up and not move and the rubber hose from the vacuum supply tends to get hard and crack. Check the movement by pulling up on the rod out of the actuator. To test for other problems I recommend you find a good mechanic that has a chassis dyno available where the actual engine performance can be checked in operating conditions. It may cost a few dollars but you will find all the faults and have it fixed all in one go.

There is a leaking coolant hose, or a perforation of the Heater Matrix.Often a temporary quick fix is to shut off the incoming Hot Coolant and crimp the return to engine hose with a Long Nose snap lock.

Could be the switch on the steering column. I've had that a few time when working on a cars at work (GM), the switch went, sometimes part of it work, other times none of it worked. Otherwise if it's two motors, it has to be something else as two motors don't just stop working at the same time (lucky chance).

Possibly the "Mass airflow sensor". I had a similar problem, basically the car behaved like it didn't have a turbo and was really slow. Unfortunately the Mass airflow sensor is expensive, about AU$800. Only failed once several years ago. Hope this helps.
