I had a same problem on a Chevy. and it turned out to be vacuum I had to rebuilt the heads. As I drove it would run rough, as soon as I would check it out I would not find any vacuum.

car has worn electric components-some dont work when hot--need to do a diagnostic scan using factory equip to determine--bout 100$ at a private shop only--dont go to busy places-find a honest mechanic and ask if he has the xperienc reading the results--u dont wanna just replace parts and gamble
A miss-fire in wet weather is usually a plug wire. You could use a spray bottle of water while the engine is running to look for the problem. Its possible you have a bad coil, but usually when a coil goes bad it fails to work at all, or when it gets hot.
Sables always have radiator problems also ive owned 2 and first thing ive done when bought them is replaced the radiator and added an external cooling system
starting definately has a lot to do with the crank/cam position sensors, but it wouldnt have nothing to do with hot or cold weather, oxygen sensor will make the vehicle run too rich if its out, you will smell fuel very strong out the exhaust, that could make it run sluggish also, and usually if the mass air flow sensor goes out the vehicle wont start at all...
Could be a problem with your intake air temp sensor or your coolant temp sensor. The most likely would be the coolant temp sensor. It may be reading cold and will make it run good as the engine is cold but as it warms it is not adjusting the air fuel ration to the proper levels making it run rough hot
Check the vacuum hose attached to the fuel pressure regulator under the hood next to your intake pull it off and see if any fuel is present, if there is replace regulator.you may have to tap hose with your finger to get any fuel out or start vehicle run until hot then shut off and recheck if no fuel present in vacuum line let me know and we can try something else.
replace the valve seals for # 4 cylinder, they are allowing excessive oil to be pulled into the combustion chamber through the valve guides, these go because the #4 cylinder runs the hottest..
