Have you checked the contacts to make sure they are touching the bulb base. I have a 1995 Ford Contour that did the same thing. I took a screwdriver and bent the contacts out very slightly and it has worked fine ever since.

inside the rear trunk panel you will find some small nuts on studs for the tailight assembly, remove them and the tailight and you should be able to access the tailight bulbs
you should be able to remove the taillight lens. open your trunk,you may have to pull back the carpet covering the taillight retainer nuts.There should be 3 or 4 retainer nuts,these will either be a plastic wing nut style,or metal nut. remove all of them and gently pull on the lens,it should come out with very little resistance.the bulb fixtures will generally turn counterclockwise. replace burnt bulbs and replace the lens. hope this helps. open trunk, remove screws that hold tailight in, twist out bulb holder, take out bad bulb, reinsert buld holer, replace tailight, replace screws, close trunk...YOUR DONE.
inside your trunk you must pull back carpet exposing bolts holding tailight in. remove those bolts and pull tailight out. you can then remove sockets by turning counter clockwise. replace appropriate bulb
If all of the wiring, fuses, bulbs, and switches are good (which is what it seems since everything else works fine including the turn signals on the passenger taillight), sounds like it may just be a bad socket. I have a somewhat similar problem on a 1986 F150.
