It does sound like the dash pod is faulty. I have had dashes pass cycle tests but turn out to be faulty.
Check when the car is hot, that when you key off and then key just the ignition on that the gauges (fuel and temperature) move slowly and smoothly up to there correct position. If they move very quickly, almost instantly, to there position then this is a sign of a faulty dash.

used a scan tool and ran test for cluster and it passed according to the info from mitchell. the car temp is normal after the water pump and the thermostat. even though the car temp is fine the gauge is moving up
Thank you AFMTECH Changed the cluster and so far the customer has not come back. everything seems fine.
Have you ruled out the dash? Can you confirm the high temperature with a diagnostic machine?
