When you step on the brake the pedal slowly goes down that you have to pump it again to make it stop. it is as if no booster is assisting the braking system. there is no brake fluid leakage on the master cylinder or on the tires

1: inspect all brake linings first.
no pulling left or right braking?
the car has 100% full manual brakes. if the brake booster fails.
(its only and assist !!! for 50lb small folks)
so does it? it takes more pedal pressure but has 100% full braking.
this is no accident its by design.
make sure none of the brake shoes/pads are soaked in DoT3/4 fluid
or grease or gear oil.
and no brake fluid leaks end to end, this is really #1 on all cars.
look, then look again. even behind and in front of the master cylinder.
look at tires (inside for fluid leaks>)
2: do the booster test. did the vacuum hose to it fall off?
or got pinched, or ?

if you cant stop correctly,,,,???? , dont drive.

Brake pedal goes to the floor? When does it happen. That is the most important piece of information. Most brake systems are power assisted via vacuum from the engine. Your brake booster is what makes the "power assist" work. There are some specific times when you will feel your brake pedal "fade" to the floor and it is normal due to the cycle of the brake components operation.If your brake pedal goes to the floor every time you step on it, stop driving and get to a repair facility! Sounds like there is a fault with the vacuum pump not generating enough vacuum for the brake booster assist, or a leaking vacuum hose. Try pinching off all the vacuum hoses to see if the problem goes away. Could also be a leak in the brake vacuum booster itself
this is probably normal. your power brake booster operates by storing engine vacuum to be used later to assist the brakes. when you pump the pedal repeatedly in a short period, the stored vacuum gets used up and it does not have sufficient time to build up the vacuum needed to effectively assist with braking. it generally takes a few seconds to build up sufficient vacuum from when you let off the brake pedal to when you press it again. however, brake boosters can fail over time (it's not uncommon, but it does happen), so if this is a new development for this vehicle, you may need to replace the brake booster or check the vacuum line and the check-valve between it and the engine
No such thing as vacuum lines to the master cylinder. You do have a vacuum line on the brake booster (power assist). When you step on the pedal do you hear a whoosing sound down by your pedal. This is a leaking Booster. Needs replacement.
When you step on the brake does the engine rpm change. This is a leaking check valve (one way air valve).

check vacuum hose that goes to booster is ok and not leaking
pump up brake pedal several times
hold brake pedal down
pedal should sink down approx half to 3/4 way down indicating booster is working
if pedal doesnt go down when engine is running booster has leak or no vacuum supply from engine which requires great pedal effort to try and get vehicle to stop.
Ok the BRAKE BOOSTER is ONLY there to give you pwer assisted, otherwise NO POWER BRAKES. ( not anything to do with the low brake pedal ) Hopefully the junkyard master cylinder was in better shape than your original. AS far a bleedinda system, heres what I do. First with a1998 vehicle, I would go to ALL 4 wheels , OPEN & CLOSE slightly each bleeder to insure none of them are FROZEN, and they do freeze shut ENSUE THE MASTER CYLINDER IS FULL and CLOSED Now with an assistant sitting in the drivers seat, ready to pump the brakes, and ABLE TO HEAR YOU. Go to the furthest wheel from the master which would be the R/R. DONT touch anything yet. Tell the asst too slowly pump the brake pedal till it gets hard, and then HOLD THE PEDAL DOWN ( and dont let up on it until the pedal drops. If the ast lets up before the bleeder is closed you **** in air.Repeat at each wheel til the pedal stays hard. Hope this helps
My vote would be the Master Cylinder.
I had a truck sit for 4 years. After getting running again, it did the same thing you're describing. No brakes. I ended up replacing the Master Cylinder to fix the problem. Just make sure you bleed the system real good.
