When my husband car is not hooked up to another battery it will not start at all nor does it makes noise. But when it is connected to another car it will somewhat start but it makes a loud clicking sound or clonking sound. also when the key is not in to start it it makes a dinging sound also... could it be the starter?

Could be the starter but first I would recommend having the battery checked. Sounds as though the battery may have a dead or shorted cell and causing this problem.

There is one small wire coming from ignition switch connected to the starter solenoid check for power wile one person try to start the car If that wire get power then replace your starter
First thing to check would be battery condition and connections for corrosion.
If it will start with a jump from another battery, the chances are that the battery is worn out.
The tire sensors are not the fault in not starting. at the age of the car, I would have a good test on the battery, but if it tests OK, then look to the stsarter for a solutoin. of a connection.
You should be able to jump start it, make sure that your battery cables are tightly connected to that battery. Then hook up that positive battery cable on the car that is running then the positive on the battery you are jump starting then hook up the negative cable on the car running then the negative to the dead car. If your connections are good when you hook up the last connection you should be able to see a little spark, and hear a hissing or popping noise. Leave it hooked up for at least 5 minutes before you try and crank it. If it then cranks and then just clicks you need a better connection between the jumper cables. If you get nothing it might be your starter if you are getting headlights, and a radio working. If nothing works there is a bad wire somewhere.

your getting a click noise from your starter not having enough power to turn your enginge over test your battery to see if it is dead and if so charge or replace but if its not dead then you need to check your connections at your starter and make sure therre hooked up right and are tight especially your ground make sure it is hooked to a clean metal to metal surface and is tight the same for your power wire make sure it is clean and is tight, but def check your battery first the click usually means dead batery
Try charging the battery first. Hook up to another vehicle and let them sit connected for about 10 minutes. Afterwards, then try starting it. If that makes any difference at all...keep charging. If theres no difference, replace the battery.
It could possibly be the starter, but before you get that far make sure the Battery cables are connected very tight. If loose the car won't start or do anything. Also make sure the battery cable is grounded.
