Could be dirty filter or pump about to fail. High amp draw can cause relays to overheat. Might try testing amps drawn while running, but likely you will need to replace pump and possibly relay also.
first things first! disconnect battery! lift rear of car ! use jack stands ! just behind the rear AKA AXL DISCONNECT FUEL LINE WITH FOR TOOL ! HAMMER AND SCREW DRIVER look at the ring that holds the sender in to the tank! it only comes off one way! becareful ! fuel will pour out! once u have the sender out replace pump and reverse steps! if this helped please leave feed back!
what does a crown victoria look like?? none here in spain ,focus yes ,but knowing ford it uses the same parts so try lifting the back seat up and look for a big round plastic cover.My jaguar has ford name on a lot of components behinfçd the dash
under driver side of dash.there may possibly be one under hood in fuse panel.why are looking for the fuel pump fuse???also there should be a fuel pump kill switch on passenger side floor kick pannel to the right of passengers foot behind plastic or in trunk..hope this done you some good....
Find the fuel pump relay which might be under the drivers side seat its possible its sticking. Also check the fuel pump reset switch should be located in your trunk sometimes these stick open. Its one of the two and I think its the fuel pump relay. Check both.

You have to drop the fuel tank to get to the fuel pump. It does need to come all the way out for ease of replacement.

pull up or push rear seat towards front and lift up there my be an access hole that my unbolt to retrieve fuel pump disconnect wiring harnes then hoses be carfull not to break them or kink them there just plastic, there a ring that untwist may need to tap counter clock with a screwdriver or somthing. pump will then be loose pull it out may have to twist tilt and drain gas as you do it dont bend the lever for the sending unit. has a plastic float on it. reverse proceedure on install, just put new o ring were the pump sits. hope that helps
Are you sure the fuel pump is usally in the fuel tank. Since the mid 70's fuel is not ran through the passenger compartment for safety reasons.
