Were the brake pads worn or making noise the initial reason for "changed the brakes"? If you are "emptying the brake fluid really fast" then you have a leak. The leak may not be at the brake caliper but at the master cylinder/ vacuum booster. Thus why you seem to have brake pressure when the car is off. Check closely around the master cylinder and booster mounted on the firewall (inside and outside of the car) for signs of brake fluid leaking.

Find a way to pressurize the booster. At the suction port of the booster you would have to fabricate a tire valve and maybe install an air gauge to see if air is leaking out. Remember there is a rubber bladder inside the booster.
If air is leaking around the rubber diaphram then the brake booster will not work. Did you check the hose and valve going to the brake booster? If you have a vacuum leak, then the booster will not work.
Was your master cylinder leaking inside the brake booster? When brake fluid leaks inside the booster the brake fluid will destroy the rubber diaphram. hope help.

Have you tested your brake booster and your calipers?Your brake booster doesn't make any noise, and it doesn't use any electricity or gasoline, but it ensures that you can stop your car with only a light touch of the brake pedal. Things weren't always like that: before the invention of the vacuum brake booster, cars still stopped. It's just that you had to really stomp on the brake pedal. The modern brake booster is an ingenious device that operates using something that your engine generates whenever it's running: vacuum. The brake booster takes engine vacuum via a rubber hose that runs from the intake manifold, and the brake booster uses that vacuum to amplify the pressure you put on the pedal. A light application of the brakes is translated by the brake booster into significantly more pressure on the brake master cylinder, ensuring that your car stops quickly. So what happens to the brake booster if your car stalls, resulting in a loss of engine vacuum? Early designers realized that gas engines were hardly foolproof, so they designed a little check valve into the brake booster circuit. The brake booster stores enough vacuum to provide full boost for two or three pedal applications even after the engine dies. The check valve on the brake booster is what keeps that vacuum from leaking out. And speaking of leaks, that's the reason most brake booster units have to be replaced. As your brake booster ages, the rubber seals and diaphragms that hold the vacuum tend to wear out and crack. If the brake booster can't hold vacuum (despite the check valve's best efforts), its time is up and you'll need a new or remanufactured new brake booster.

Sounds like you have a vacuum leak to or from power brake booster. Check vacuum hose & plastic check valve that plugs into booster on the back of master cylinder. If hose or fitting not broken or collapsed most likely booster is leaking vacuum & will need to be replaced.

Yes, the seal in the brake booster has gone bad, leaking vacuum, when it goes out the brake paddle will get very hard and hard to stop your van, the only fix is replacement of power brake booster, hope this was very helpful.

Well brakes are very hard when you try to apply ,no noise but takes long time for car to stop

Assuming that there is no problem with the engine creating vacuum, there is either a vacuum leak in the vacuum hose to the power brake booster unit, the check valve between the power brake booster unit and the vacuum hose is leaking, or the brake power booster unit needs to be replaced.

Yoou most likely have a vacuum leak in the line from the booster to the intake. It could be a bad booster or check valve as well.
