Does not open from outside but opens from inside
First step is to remove inside door panel. look around panel for any visable screws note most are hidden remove all to free panel along bottom of panel are plastic clips gently pull near clips to release if panel is hard to pull off look for more scews like under power window switch which may pop out and have screw undernieth near door handle and under arm rest. once panel is off look indoor near outside handle and u should be able to see whats going on u may just need new clip to hold latch rod to handle or may need new handle from a salvage yard or auto parts store but first step remove panel hope this helps u

SOURCE: 92' buick regal can't open door from outside
there is a linkage rod held by plastic clips that runs from the door handle to the door latch, it has come off, u must detrim the door to replace it.

R/F door trim will have to be removed. Most likely you will find linkage disconnected from the inside latch of the outside door handle. You might even find a broken piece of the door handle requiring replacement
