I know this sounds trivial, but make sure you or someone didn't inadvertently bump the dimmer switch. If you slide the dimmer all the way up and even past the slight little catch so that they are continously on high and still seem dim, there could possibly be an issue with the dimmer switch itself.

Check your connections at the wiring harness going to headlights for corrosion, sounds like high resistance somewhere, also make sure your ground wires are secure. It wouldn't be the alternator or the battery would be dead and not start the engine. Also shouldn't be any condensation in your head light assembly's or will cause bulbs to blow prematurely.

I just had found the solution to my dash light problem. The ground
between the battery neg pole and the car frame was bad (broken battery
holder) That ground signal also goes to the motor (that connexion was
good) but the connection between the frame of the car and the neg pole
of the battery was intermittent.
I had the same problem. On the the dash on the left side near the steering wheel, there is a wheel like knob. Roll the knob until your dash lights come on when you have the headlights on. If its rolled in one direction they're off in the other they're on.
