My low beam headlights would not work (high beams, fog lights, parking lights all worked,) tried replacing fuses with no luck. Replaced the relay, which works, but as soon as I plugged the new relay in (with the car turned off) the headlights came on. Now they will not turn off. They stayed on for about 2 hours after I turned the car off last night. Any ideas what this could be?

I READ ONLINE THAT THERE WAS A RECALL ON THIS YEAR AND MAKE, CHECK WITH TOYOTA WEB SITES TO RECTIFY YOUR PROBLEM

Check the Headlight Switch. If your headlights come on automatically check the headlight sensor and its associated relay.

I'm having the same issue. I have changed the bulbs and fuses. I can't find a relay but I don't think that is the issue. Some other people have suggest the Dimmer Control Switch. I am working on that. Please let me know what you find out.
