A/c is full charge but clutch will not engage will engage if relay is grounded,but then cooling fans will not turnon for condensor
The engine computer controls the ground signal going to the ac relay as well as the fan relays. You'll need a shop manual to get the testing procedures for the HVAC system. It could be one of the pressure switches or something else.

OK, if there is no ground for the relay coil then the harness needs to be taken apart and the break in the wire repaired.
Or, if the system is normally grounded except through the a/c climate control circuit, then you might try grounding the relay directly or permanently (this is only if the schematic says that the relay is normally grounded, and the positive is controlled by the hvac system.)

P0645 - A/C Clutch Relay Control Circuit
Means that an open or shorted condition detected in the A/C clutch relay control circuit.
If you replaced and check some components... Does the a/c clutch relay click when you turn the a/c relay on? It sounds that you have some kind of a module communication issue. It could be caused if one of your control modules is faulty and pulls all the network down. You should have your vehicle scanned with a scan tool that has access to other electronic modules ( ABS, Air bag, BCM). A DRB III scan tool has these capabilities.
