Location of relay for radiator fans
First thing I would check is the fuse or the fan relay, located in the power distribution box under the hood. If that's not the problem, then I would find the coolant temperature sensor, unplug it with the key on and the fans should run.
Oops, sorry, the fan controller is mounted to the
drivers side frame rail right below the air filter housing with two
screws with 8mm heads. On the 98, you can reach in through the front of
the bumper cover. That way, you don't need to remove the battery, or
other parts, otherwise you may have to remove the air filter box.
worked for me ..i unplugged and fans came on so does this mean that sensor i unplugged is bad...thanks for the helpful tip

it is mounted under the radiator towards the drivers side,it is flat and held to the frame with 2 small bolts and has a flat wire connector,it doesnt look like a normal relay,its black with a silver plate on the front of it,hope this helps

It would appear that the relay is located on the cross rail that runs across the front of the vehicle (in front of the radiator). I found out that it is riveted in place by a single rivet, so in order to replace mine, I will have to remove the rivet and use a self-tapping screw to secure a new one.
The fan relay is located in the fuse panel located under the hood beside the battery. It will be marked under the lid. Make sure you check the maxi fuse for the fan also.
