First thing I would check is the fuse or the fan relay, located in the power distribution box under the hood. If that's not the problem, then I would find the coolant temperature sensor, unplug it with the key on and the fans should run.

    Oops, sorry, the fan controller is mounted to the
    drivers side frame rail right below the air filter housing with two
    screws with 8mm heads.
    On the 98, you can reach in through the front of
    the bumper cover. That way, you don't need to remove the battery, or
    other parts, otherwise you may have to remove the air filter box.

    worked for me ..i unplugged and fans came on so does this mean that sensor i unplugged is bad...thanks for the helpful tip

it is mounted under the radiator towards the drivers side,it is flat and held to the frame with 2 small bolts and has a flat wire connector,it doesnt look like a normal relay,its black with a silver plate on the front of it,hope this helps

It would appear that the relay is located on the cross rail that runs across the front of the vehicle (in front of the radiator). I found out that it is riveted in place by a single rivet, so in order to replace mine, I will have to remove the rivet and use a self-tapping screw to secure a new one.
The fan relay is located in the fuse panel located under the hood beside the battery. It will be marked under the lid. Make sure you check the maxi fuse for the fan also.

Engine radiator fan is not working

Most likely cause is the radiator fan relay. It is a small module that is bolted to the frame rail under the van near the fans. It is a good idea to replace the fans at the same time.

you need to replace the radiator fan relay. located bottom right of the picture shown in above link

the relay is on the drivers side just below the headlight. you have to jack the car up to see it. it's bolted to the body with 2 8mm bolts. that is you have to use 8mm socket. It's black and about two inches square. It's a little hard to see but it is there. hope this helps leave comment.

The fan is control by a solid state fan relay. The relay is located on the drivers side either by the radiator where the lower trans cooler line attaches or behind the front bumper cover. You can trace the fan wiring to the location.

The relays are known to go bad and either cause the fans to stay on or cause the fans not to work at all.

They are available after market and most good parts stores will have them in stock.

Where do I find the cooling fan relay switch on a 2000 dodge grand caravan sport.

RADIATOR FAN RELAY
The radiator fan relay is located below the left front headlamp module Radiator Fan Relay The headlamp module must be removed to access the relay.

REMOVAL
Open hood, disconnect and isolate the battery negative cable.
Remove the left side headlamp bulb from the headlamp housing.
Remove the left headlamp module.
Remove the cover over the relay.
Disconnect the relay connector Radiator Fan Relay
Carefully drill out the two retaining rivets.
Remove relay from vehicle.

I can find where to replace the Fan relay for my DODGE GRAND CARAVAN 1998 3.3.

Most of the time the fan relays are located in the engine compartment somewhere near the fan itself. Try looking on the left side (drivers side) of the fan shroud.

this would be looking at the front of the vehicle without the bumper or grill on , just for effects .you might access it from under the front , i don't remember if its bolted on the the frame or riveted , its self explanitory once you locate it . thanks.
