Check your terminal connections, if they are loose they will need to be inspected for breaks. If they are broken you will need to replace the connection. Make sure they are clean and free of corrosion.

Other possible Problems
If the car wont turn over your starter could be bad.
If it turns over but wont start it could be any number of these problems.
Coil Pack
Plug Wires
Spark Plugs
EBX (Engine Brain Box)
CBX (Chassis Brain Box)
Crank Sensor
Fuel Pump
Fuel Rail
Fuel Injector

Good luck

Did you notice any visible sparks when the battery was replaced? I have seen people hook batteries up backwards with out starting a fire, this is due to the posts being reversed when it's an aftermarket battery(but highly unlikely). are your, "hazards" or "any" lights flashing? Do you have an alarm on your car? disconnecting the battery to replace it could have reset the alarm. Most of the time you just push the unlock button on the alarm remote and then try to start it. If your lights are flashing then you need to disconnect your battery negative terminal, then turn on your ignition, then reconnect the battery ground terminal. this will reset the vehicles factory security immobilizer function. If neither of those work, then check all of your fuses in the under hood fuse box, which is next to the battery. I hope this info helps!

You have a fuel level sending unit that is not working properly. It is located inside the fuel tank.

Also, when you ask for help with your vehicle it would be very helpful if you could mention WHICH "Legacy" we are talking about. It seems that Subaru got "stuck" on the Legacy name - there are actally 9 choices for "Legacy" just for your model year. (see list below) There are also 2 different engines available for that year a 2.2L and a 2.5L.

How much should I ask for a 1999 Subaru Legacy Outback - as is - timing belt broke. Body is good. Transmission one year old.

The private party retail book value based on 120000mi (just a guess) ranges anywhere from
$4700 (fair condition) to $5300 (good condition). Assuming it would cost $500 to replace the timing belt, you should probably deduct at least $1000 from the total since anyone buying the car would be buying it blind since they couldn't test drive it. If the motor is fine, it would be worth more to repair it than to get what you can as is.

Electrical Problem with 1999 Subaru Legacy

hi there, your alternator is not putting out enough, subbies should put out about 14.4v and just after starting should put out 40-60amps. charge the batt that is in it now with a small (3.5-6amp) charger overnight then start the car and LOAD TEST the batt and alternator at a battery shop. ask them to put a carbon pile load tester on your system. im pretty sure they're gonna tell you its the alternator. many thanks, hope this helps!
