My horn quit,and the air bag light stays on.

I checked the fuses they are all OK

The horn switch and air bag module is all one unit, which the steering wheel needs to be pulled. I encountered this problem, and the whole unit needed to be replaced, just for the darn horn, the air bag was good, and you can only get the part at a dealer, the dealer told me about $800.00, and that doesn't include the labor.Needless to say that person declined the job.
Another stupid way these chrysler engineers designed these vans.

This problem is almost certainly the result of a failed Clockspring Assembly that connects electrical components. The Dealer will fix it free because it is the subject of a Safety Recall, Notification D17. You need to have this fixed, because your drivers airbag isn't working. Unfortunately, the part is in short supply and on backorder, so there may be a delay. If your van has fewer than 70k miles, the dealer will replace the part free, even if it has not yet failed. If more than 70K miles, they will fix it free only if it has failed. Yours has failed. Contact any Chrysler dealer service dept immediately. This is a safety issue.

You have two unrelated issues.

The air bag light is on because there is a fault with it. Only by checking DTC Codes will tell you this issue. It could be the clock spring connection, it could be the sensors.

The Horn issue is probably the horn relay, relay R9.

My info says the horn switch is molded into the airbag module. You can't service the horn switch separately. You would have to replace the air bag module, if the horn switch is the problem? Air-bags can be dangerous, safety is your responsibility.
The wire going to horn switch is a ground for horn relay, it might be possible to use external horn button to sound the horn. That probably isn't very professional. Be careful with air bag.

Horn doesnt work and air bag light is on

check the fuses,, the air bag light will come on if the battery has been disconnected for a long time, so if this is the case, check the fuse for the horn, the system may reset itself, if not,, unhook the battery wait 5 minutes, and hook it back up , it should clear

Horn won't work, air bag light stays on, cruise not working.

just had this problem recently mate.its the clock spring which sits behind the steering wheel.what happens as the car ages the coiled wires break andyou lose you horn ,cruise switches and air bag light stays on.its not all bad as its covered by a recall and didnt cost me a cent ,contact crysler dealer give them vin number and they will tell you if its covered,mine is 2000 model. hope this helps.

There is a electrical connection behind the steering wheel called a click spring. It is a series of wires wrapped up like that of a clock spring that cirlce around as you steer. This part is fairly easy to replace as the steering wheel deassembles very easily. The cost of the part is around 143.00 and is only avaliable at the dealership or maybe you can locate one at the salvage. My 2000 Voyager has the same issue as we speak.

Horn wont work but works with the panic button

The computer controls the horn and looks for a signal from the Remote Keyless Entry system or the horn button. Due to the fact that the horn works with the RKE but not when you press the horn button, would cause me to suspect that the Clock Spring mechanism, which is also used to activate the Driver's Air Bag, might be malfunctioning. When the Clock Spring breaks, the computer does not get a signal from the horn button so it can not opperate the horn. If I remember correctly, when the Clock Spring goes out, the Air Bag light on the dash either does not light up for 2 seconds when you first start the vehicle, or it comes on and stays on all the time, which is to let you know that the Air Bag is not functioning, and the primary cause is the Clock Spring. So check your owners manual to see if the Air Bag warning light on the dash is functioning normally. Your local Chrysler dealer can quickly and easily check the function of the Clock Spring, Horn, and Air Bag system, through the use of the DRB scan tool. If it is in fact the Clock Spring that is malfunctioning, the Air Bag module and the steering wheel must be removed in order to replace the Clock Spring, which should be left to a trained professional, that has been educated on the proper handling of the Air Bag system. You wouldn't want to accidentally deploy the Air Bag, as you could be injured. That and Air Bag modules can be expensive to replace.

The problem you have is a bad clockspring . There's a recall from Chrysler that you can check @ this link http://www.chrysler.com/en/owners/ .
On the right side of the page you can see a link " recalls " , just enter the last 8 #s of the vin and check if the recall still open . If you never did this recall just take it to your local dealer to have them replace the clockspring on your mini van FREE of charge . Hope this help.

Air bag light stays on & horn does not work

replace the clock-spring ribbon contact under the steering wheel, that is the problem, u have lost the connection due to a broken ribbon contact.
