Does the horn work and is the air bag light on because if thats the case you have a bad clockspring. and for your year van i do belive that is a lifetime recall. hope this helps.

Au contrer . the brake pedal should be up all the way, or your sw that turns on brake lights also affects cruse....when your brake pedal is slightly pushed it disconnects the cruise. Did you bleed brakes properly?
Is there power to the stop light switch? You never say any electrical testing was done. Use a 12 volt test light to check this. You can buy one for about $5 from auto parts store.

VSS, ( auto or drive shaft sensor in manual)
brake light switch / sensor/
clutch position sensor ( manual)
fuse
cruise control switch
,fuse
wire to the ignition control module /tacho
cruise control module

Some cruise controls are vacuum controlled check the vacuum lines make sure they are hooked up and are not leaking air or sucking in outside air. Another cause could be the cruise control switch around the brake pedal. There should be two there is one for the brake lights and the other is for disengaging the cruise control try bending the bracket downward a bit and maybe spraying some WD40 on switch in case it might be sticking due to wear so the switch operates freely. Check to ensure your rear brake lights are working. If there is a fault in the brake light switch at the pedal then this is also what cuts out the cruise control. If you have no rear brake lights then replace the switch.
not likley unless there is another circuit running off the starter but unlikely check the stop tail globes all must work check your brake pedal switch for adjustment check fuse check control module and circuits
I have the same problem on my 1998 Grand Caravan. Cruise control light comes on but it will not set. Have had the clock spring replaced (2 years ago) and BCM (6 months ago). Could be brake light switch on the brake pedal. Haven't been able to check it yet because of weather. Sounds easy to change and costs about $16.00. Will try to post if I get a new switch and it works.
Airbag light is not on and the horn works fine. Thanks
