A bad outside mirror motor will also cause that fuse to blow. Is your fuse blowing when you adjust the mirrors or when you put the car in reverse? If yes, then the mirror motor is the problem.
Such and early model, the lenses should unscrew from the outside and take them off and replace the bulb. If not there will be reataining screws behind the lights which will relaese the light unit and hey presto.

the mirrors most likely need to be replaced, rarely do the switches go bad. try replacing your key fob battery. do the doorlocks work from the master switch? and make sure the auto dim mirror is on. the little green light is hard to see sometimes.
Check your harness on the driverside, between the door and the body frame. The harness sometimes get spliced by the hole in the frame. This would cause the electronics wires to touch (sometimes work/ sometimes don't). GL.
