For 98 contour issue. TSB 98-21-14 not covered by warranty

ISSUE:
The ignition key may be difficult to insert or remove and/or key chimes may sound with the ignition key removed and driver's door open on some vehicles. This may be caused by internal design characteristics in the ignition lock cylinder increasing insertion/removal efforts which may allow the lock cylinder to stick.
ACTION:
Install a revised ignition lock cylinder. The revised ignition lock cylinder should reduce the possibility of high insertion/removal efforts and ensure proper chime function. Refer to the following Service Procedure for details.
SERVICE PROCEDURE
(1) For vehicles with Integrated PATS (IPATS), function built into the Powertrain Control Module (PCM) and built beginning:

NOTE:
ADVISE THE CUSTOMER TO DISCARD ALL KEYS THAT WERE CUT TO THE ORIGINAL IGNITION LOCK CYLINDER.
Using the New Generation Star (NGS) Tester equipped with Service card (green) level 3.0 or higher:

SOURCE: Want to remove the ignition lock cylinder since a broken key is stuck inside.
get a phillipshead un do about 4 screws from underneath plastic cover which hides steering colume. remove cover you will see white plug on the left hand side of ignition barrel disconect.then right hand side there will be acable disconect.now get a small chissel and anti clockwise tap bolts which have no heads on them that are on top of steering colume when they are alittle bit lose use plyers its easier pull bolts out clamp will then come of and then you can pull whole ignition of. now there is 2 brass pins which hold barrel in ignition up near the key end remove and barrel will come out but it might be easier to take whole ignition to locksmith and get them to do it and get new key for around 30 bucks i did a mates about couple months ago seeya orangepeel.

There is a way to do this by drilling a small hole in a certain position to lift the lock lever that holds the barrel into the housing, I hope this is of some help to you and gets you in the correct direction but unfortunately I don't know the exact drill point on your model, hopefully a web search may find it.

Either try, try again to get it out of there, or replace the ignition cylinder.
