It's happens at random times - it happened once when I was on an on ramp to the freeway - another time when I was sitting at a light waiting to make a left turn. I check around to see what could be causing it but no indicator lights are on and as far as I know nothing else is wrong.

Most likely to check the distributor cap and rotor. Pins can corrode pretty bad (greenish dust). If ok check the intake manifold gaskets for signs of coolant where they meet the cylinder head.

This may be the antitheft system starting to fail in your vehicle. Very common on GM vehicles.The key has a transponder in it that communicates with the ignition, and then the ignition passes that signal on to the TDM (theft deterrent module) which allows your starter to start, if any of these parts fail to communicate, the system shuts down and the starter wont roll over. The clicking sound may be from the DRL module or the BCM which could be loose or faulty. IF I understood correctly the wiper is working fine, this should rule out the BCM. Chevrolet put the DRL in different locations. Some in the center console and some behind the glove compartment.
In your case make sure the AC is turned off when simulating the situation you are experiencing to make sure that it is not the AC unit you are hearing. THe clicking sound could be the relay for the DRL. Relay is one of the part that usually goes out first. As far as I know the DRL is in the box under the hood but I could be wrong. It should be listed in the labels under the lid for the relay/fuse.

Another part that goes out is the resistor.

Always make sure that the wires are secure and no exposed conductors or loose connections are found before replacing any parts.
