If the car has sat over night and when you turn on the ignition, if the fas run from the point the motor starts, then they are not on from overheating and this usually means a bad coolant temperature sensor or temp switch.

its probably a stuck relay locate it and replace it with another most likely that will cure it. check under the hood for a relay center.it should be diagrammed on the lid and use 1 from a different position first pull the one for the cooling fan if it stops that should cure it

i unpluged the two senses on the heater hose housing and the fan still run (cold engine) ?
The fans run off the PCM, and the temp sensor in the water pump housing feeds the PCM. There is no direct connection from the coolant temp sensor to the fans. Unplugging them will cause this, you need to have the system tested.
