Remove the front number. Ou will see it riveted to the bumper frame of the drivers side. If you remove the screws that holt the top of the bumper to the upper radiator cover and gently pull back on the grill part of the bumper you will see it.

HELLO. THE RELAY IS UNDER THE RADIATOR!!!! INCREDIBLE BUT TRUE. IT IS ELECTRONIC RELAY, ITS A SOLID STATE RELAY. NORMALLY CONNECTORS ARE BURNT. JUST CLEAN OR REPLACE CONNECTORS. IT IS VERY UNCOMFORTABLE REACH THAT RELAY. MUCH BETTER IF LIFT THE FRONT OF THE VAN.
