1991 pontiac 2.5 tech 4 fuel pump relay wont energize

I changed cranksensor,ecm,ignition control module,fuel pump,fuel pump relay, the fuel pump will run when i jump the relay,I tried to start the car this way but fuel injection unit will not spray gas, if i ground the wire going to the ecm for the fuel injection it will open and spray,the car will fire up and run by spraying starter fluid so I believe something is preventing power going to the fuel pump relay coil, I checked it with a meter and ther is no power when key is turned on,and preventing the fuel injection from opening any insight on what to test or what may cause this would be helpfull

Look for a bad fuse or relay. If both check out, most likely an ECM problem

DTC P025A: Fuel Pump Flow Control Module Enable Circuit
The engine control module (ECM) supplies voltage to the fuel pump flow control module (FPCM) when the ECM detects that the ignition is on. The voltage from the ECM to the FPCM remains active for 2 seconds, unless the engine is in crank or run. While this voltage is being received, the FPCM closes the ground switch of the fuel pump and also supplies a varying voltage to the fuel tank pump module in order to maintain the desired fuel rail pressure.
Circuit/System Testing
  1. Ignition OFF, disconnect the harness connector at the FPCM.
  2. Ignition OFF, install a test lamp between the control circuit terminal 13 and ground.
  3. Ignition ON, verify that a test lamp illuminates for 2 seconds.
  4. ?‡'
    If the test lamp does not illuminate, test the control circuit for a short to ground or an open/high resistance. If the circuit tests normal, replace the ECM.

  5. If all circuits test normal, replace the FPCM.

The fuel pump control module is controlled by the ECM - engine control module , Possibility of DTC'S stored ! You need to take to Chevy Dealer !
The engine control module (ECM) supplies voltage to the fuel pump control module (FPCM) when the ECM detects that the ignition is ON. The voltage from the ECM to the FPCM remains active for 2 seconds, unless the engine is in Crank or Run. While this voltage is being received, the FPCM closes the ground switch of the fuel pump and also supplies a varying voltage to the fuel tank pump module in order to maintain the desired fuel rail pressure.

WHAT DOES A FUEL RELAY DO AND WHAT FAULTS CAN IT HAVE

The fuel pump relay controls the pump most relays have 4 pins 2 are the controlling circuits usually ignition feed and the ecm controlling the ground side when energized (grounded) the coil closes a set of contacts usually battery positive and the controlled item in this case the fuel pump. problems on the controlling side open circuit shorted circuit controlling side bad contacts stuck closed or open.

Please stop replacing parts it costs money!
Go get a timing light to see if you have spark if you do not it is a bad ignition module.
to check your fuel pump connect a fuel pressure guage to the engine fuel injector rail and turn over the engine the pressure should be: 40 to 60 psi.

Fuel pump relay secondary circuit - high voltage

Test procedures are a little different depending on the make and model.

P0232 Description The Engine Control Module (ECM) provides ignition positive voltage to the coil side of the fuel pump relay. When the ignition switch is first turned ON, the ECM energizes the fuel pump relay, which applies power to the fuel pump. The ECM enables the fuel pump relay as long as the engine is cranking or running, and crankshaft reference pulses are received. If no crankshaft reference pulses are received, the ECM de-energizes the fuel pump relay after 2 seconds. The ECM monitors the voltage on the fuel pump relay control circuit.

My 1991 pontiac sunbird runs fifteen mins then dies ive changed fuel pump, fuel pressure reg. , ecm coil, fuel filer after i try and start it back up i have no fire n no gas??????????

The first things I need to know are which engine do you have, and what have you actually tested so far ?
If it has no power or ground pulse to the injectors and no spark, the problem would be something that controls both such as a crank or cam sensor. Or a relay. Or the ignition module. And so on.

Underhood fuse block swap out relay #7 thats the ECM relay.
Ground Circuits Using a DVOM, touch negative voltmeter lead to a good ground. Touch positive voltmeter lead to each ground terminal. With vehicle running, voltmeter should indicate less than one volt. If reading is greater than one volt, check for open, corrosion and loose connection on ground lead. See ECM GROUND LOCATION table for ECM ground location.

Engine codes 54 1991sunbird 3.1

I think this code is defined as follows:
Fuel pump circuit fault or Mixture Control (M/C) solenoid fault or Electronic Control Module (ECM) fault/EGR solenoid #2 failure
Check your fuel pump relay as well - this could be the fault in the fuel pump circuit.
