Theres nothing wrong with the starter you can hear it turn over but the car does not fire, I think it might be the ecu acting up or something i have no clue

It seems that something was burned out trying to make the starter turn. The problem could be the starter and/or the solenoid.
Go to youtube and enter, "how to check a starter" you may have to remove it to check it. I could tell you how. But it is better if you see how it's done for yourself. Also check the fuses.
I don't think the key has anything to do with it. Spray a little staring fluid in the throttle body while someone tries to start it. if it fires off, spray a small amount in it to keep it running. if it stops you know you have an issue with a fuel filter / pump or fuel regulator. Main thing is to be sure the gas is getting up to the engine.
This sounds like something is amok in the starter, disconnect the small wires and test again with the battery hooked up. IF still an issue, replace the starter, if the starter not activated, check wiring to the starter soleniod for faults or crossed wires.
I don't think there is a immobilizer on that car. Even if there was it has nothing to do with an engine swap. Bad or missing ground to the engine block or miss plugged electrical connector. Are you getting voltage to the starter? How about the starter relay?
THER ARETWO COPPER CONACTS IN THE STARTER SOLENOID THAT ARE REPACABLE.IF YOU TAKE THE COVER OFF THE SOLENOID PART OF THE STARTER AND PULL OUT THE PLUNGER I THINK YOU WILL SEE THAT ONE OF THE CONTACTS IS BURNT SHORTER THAN THE OTHER CAUSING YOU TO JUST HEAR A CLICK WHEN YOU TURN THE KET TO START.ANY STARTER REPAIR SHOP SHOULD STOCK THESE PARTS FOR BETWEEN $10 & $20 .
i also have 1999 ram desil. that had similar prob. the contacts on the starter were bad. so i got new contacts from a alt.starter rebuilder for 10.00 and put them in and fixed the problem.
remove the key from the ignition get a 21 mm socket and wrench and try to turn the crankshaft clockwise to see if it moves if it moves try to push start the car push the car to about 1 to 2 miles an hour with the key in the on position all dash lights on eg. check engine, air bag, etc. put in second gear and drop the clutch if it starts it's likly you have a bad starter
