SOURCE: engine wont turn over with key, not getting enough gas to run.

Have the key and ignition checked! I am assuming that the key has a security chip on it, Right? If so, re-program key at dealership, and if that alone doesn't work, have them check both the key and column.

Change the IAC the idle air control. You may be able to clean it and put it back on.

SOURCE: short circuit in fuel pump electrical circuit

Sounds like a dead short in the wiring somewhere. Follow the wires from the pump forward and look for any chafed wires.

if you are not hearing the buzz the fuel pump is not engaging if you have a test light or a power probe test the power wire going to the pump using the "quick connect" if you have power going in to the pump and have no noise the pump is bad. If you don't have power then test the fuel pump relay and fuse. an easy test is to pull the relay located under the hood and switch with one of the ones next to it turn the key and listen for the pump if you have no noise the relay is more than likely ok check the fuse. To test the fuse use the test light because you can't always see a broken fuse and you want to see if you have power coming in. check all the connections listed above for corrosion and improper space between terminals If I was a betting man I would go with a bad fuel pump judging on the year I assume it has quite a few miles and fuel pumps burn out with use. any time you replace a fuel pump you should replace the fuel filter. this filter almost never gets changed and tends to rust so make sure you have plenty of penetrating oil handy. do not use heat obviously.

1999 lexus gs300 wont start

What EXACTLY does it do when you turn the key? This will give clues as to where the problem could be.
A slow sluggish crank suggests a low battery charge or an old weak battery. In general any battery over 5 years old is considered 'Old' especially if the vehicle is used a lot.
Just spinning could be a Spark issue and spinning, catching and immediately stalling out could be a fuel supply problem.

got spark?
test fuel work? run for 3 seconds, sprayed into intake ports.
??????
if yes, it runs on test fuel and stalls then find out why you dont have fuel.
what makes you think you even have fuel?
if there is no spark then we check the ASD relay action
and work from there, ask.

Car randomly stalls when i stop or even while i drive

It sounds like your fuel filter is clogged or your fuel pump is going bad. When this happens see if you can hear if your fuel pump is running. Turn the key forward to the run position and listen near the gas tank. you should hear a vibrating sound. If you don't hear it at all the pump of pump relay is bad. If you hear it continually your fuel filter, pressure regulater, or fuel line have problems.

Car stalled and won't start again

Sounds like it might be either the fuel filter or the fuel pump, cause if you ran the tank down, you probably had sludge in the bottom of the tank that you sucked into the engine, you can try using a fuel system cleaner, you may have sucked sludge into the injectors running it, Zmax sells a fuel system cleaner, or there is one called RUN RIGHT, I would try putting some of that in letting it sit a few min then after it sat a few to soak in and break down the sludge, then start the car up, kick your idle up to around 1500 RPM do not go higher then that cause you will damage the engine, try that and see if that works for you, if not then I is probably the fuel pump or filter.
hope this helps.
