If you can help, I would very much appreciate it. I notice that paint is beginning to peel off on the outer front wheel wells. Do I just reprimer, and spot paint, or is this a problem that Ford is aware of and will repair.

Ford will not assist on a 1998 vehicle because of the age.
You can primer and spot paint but it would probably do better if you sanded it down first.
This is a problem with the factory paint process, there is no primer used on this by the factory, the coating under the color coat is the anti corrosion coating, problem is the color coat does not stick to this coating, water gets under the color coat and in the end the color coat peels off, Ford repainted 1000's of trucks free of charge, I know this because I was employed by a large Ford dealer during this paint peeling episode. You must grind down the truck to bare metal and apply primer for your repaint to hold, there is no other way, that comes right from the factory repaint instructions, Ford paid 30 hours per truck.
