High beam switch moat likely, have you checked relays and fuses?
Make sure you have the right bulb. Sometimes there are two bulbs per side on the headlight and you might be replacing the working one.
It could be the Low Beam Head Light Relay. My 2011 Traverse only had the high beams working. The low beams have their own relay. It is a double pole relay ( two sets of contacts inside for two separate circuits ( 2 separate low beam bulbs in this case ) , so one low beam working could be possible. It seems the engineers at GM have a relay for the job that ( over time ) can't handle the amount of Amperage ( Current ) that goes across the tiny contacts in the relay. They didn't properly grasp the concept in Electrical Engineering School of the relationship between surface area ( size of the contact tips ) and current conducting capacity.

could be the switch. did you do anything to the switch when you changedheadlamps? maybe you put the lamp in incorrectly also did the brights work on the lamp that was "burned out"?
