On this i think you will find you have a pluged cadilac converter. Try taking the bolts out of the pipe going to the convert and move it out of the way so not to restrict the exhaust. You may need to wire it up to the bottom of the car so it wont drag. It is going to be loud but take it for a run if it accelerates like it should you will need to replac the converter. If it doesnt then check for a code on the TPS switch. { Throttle Posions Sencor} Good luck and hope this helps.
It sounds like it's possibly an incompatability with options between the old and new components. Does your van have the security feature on it? If so, you may need to ensure that your replacement steering column comes from a vehicle that also had the security feature on it. Sounds a bit lame, but these things are so inter-wired with various components that replacing parts without the same options on it simply won't work.
the gas tank is under the back seat.. to get to it u have to go under the car and everything sould be down thr.. (note) thr is a lil rubber plug on the tank faceing to back of the car.. DONT FULL IT! its hard to find a replacement and its a pain to only use a half take at a time.
your fuse block is located behind the steering column cover acessible by removing the fuse access panel above the hood latch release lever.the relay and flasher module is located behind an access panel in the glove box.included in the module are hazard and turn signal flashers along with time delay and horn relays.you have additional relays mounted on the inner fender panel near the battery and strut tower.
i think it is a new problem not part of the other stuff,, get to the starter and look for small wire that goes to the solenoid.,, and see if it is bad or lose in any way , all this is form under car
