2003 rubicon idles rough with slite power loss bad mpg ?

faulty injectors or faulty injector control
loss of power is fuel problems ( pump or injectors )
loss of turbo boost is lack of extra fire from the combustion --back to injector or control and bad idling is injectors squirting/ not squirting and not atomizing properly

Possibly out of time or the timing belt has jumped allowing the engine to flood and the lifters not being in tune with the cam shaft.

what is the MPG, state it.
there are 100s of ways to get bad, MPG.
including:
not doing the 60k service.
air filter? packed
heavy right foot.
jack rabbit start

you did not state the MPG, so can not guess.
I need the freeway, cruise MPG, in town, is too variable.
need the best MPG, worst has no limits,
my MPG parked and idling, is 0 MPG. dig>?

thr idle speed control is bad run you about 30 to 50 bucks located on the throttle body

The engine may have a intake vacuum leak. A defective O2 sensor has no effect on engine idle or performance.

make sure you put the right plugs in the fault is most likely the coil pack follow the plug leads from the spark plugs and you will reach the coil pack about £60

My brother had a similar issue with his Ford F-150, he needed the fuel injectors replaced. Good Luck!

hard to start/or will not start; very low mpg. rough idle/acceleration

I had this same problem on mt 2004 jetta. It had 85,000 miles on it. one day it bagan to idle rough but seemed fine when at higher sppeds/rpms. after a weekm I took it to the dealership and it turned out that a few of the coils/springs were shot. they also replaced my spark plugs, costing me about $550 total. But the car runs great again.
