This car has regular shoes on the back not disc. Replace shoes and adjust cable. No parking brake is a sign of worn out shoes. Regals have rear disc on them for this year.

There is only one way to adjust the cable tension on that vehicle. remove the rear wheels, caliper and rotors, you will see the parking brake shoes, using the star adjuster, start turning in the direction that spreads the shoes apart and put the rotor on, the parking brake shoes should have a very light mount of drag when the rotor is put on. when each side is set correctly, the parking brake should have the proper tension.

My emergency brake release cable broke. how do I release the brake manually?

Loosen the cable adjusters located underneath the vehicle. You should be able to take the tension out of the cables so the brakes will release.

Brake realese cable broke from inside vehicle how do i unlock the emergency brakes

You will need to get underneath the vehicle and loosen the emergency brake adjuster to relieve the tension on the cables. Bear in mind that untill you replace the broken cable and readjust the emergency brake, you will have no emergency brakes.

Rear brakes need ajustment on Buick Lesabre

I don't know if this works on a Buick but I have had two cars that the auto adjusters worked when you used the parking brake, I rarely use the parking brake so I got in the habit of working the parking brake 20 times or so at oil change time.
