2001 jeep tj doesn't idle. Is there a fuel filter? Could it be the fuel pump?

Yes, there is a fuel filter it will either be in the fuel line somewhere near the tank, usually on the frame rail, or, it may be a servicable part of the fuel pump assembly, also incorperating a fuel pump pressure regulator into it ($) I suggest that you remove and clean the idle air control near the tps on the throttle body. Don't turn the spindle end while cleaning and don't loose the "o" ring seal. It won't hurt to have codes checked either...it may save a bunch of "tail chasing".

we can NOT help you with non stock cars.
we have NO IDEA at all what's there and what is not.
like a stock car , that is easy to fix and diagnose.

117, what is that? using what tool. OBD2 scan tools dont do that code ever... and the 0 in front is very important if left off....
as is first letter.....

the TJ uses P0117 codes, is that it?
P = power train
0 - federal codes (invented by FED EPA)
P0117 in year 2000 is
ECT Sensor Voltage Too Low

that means its shorted out, or the 1 wire to it is grounded out.
0v, would be bad,
P0171 is lean, did you swap numbers?
same with p0174
p1298 (wot lean)
first off, is the PCM in closed loop at idle?
2nd, is the fuel trim near (LTFT) -5% (not +40%)
lean can be
low fuel pressure.
clogged or underized injectors.
clogged fuel filters or injector screens.
FPR , fuel pressure reg stuck open.
PCM sensors read wrong ,post them all , hot , at idle.. can advise real data.
O2 sensors stuck at 1v (rare) most stick 0v , wrong. not 1v.
map sensor dead, or vacuum not reaching, it.

why assume it has an inertial switch. ?
here is the truth.
  1. check all fuses first, (using a meter, no guessing)
  2. check fuel pressure, ah 0psi cranking,
  3. Check engine light must glow key or PCM is dead. (fuses)
  4. I check voltage at fuel pump relay output, its 0v cranking
  5. bad relay or PCM sees no spark.
  6. got 12v there, but not at pump cranking, bad wire .connector on way to pump.
  7. if 12vdc at actual pump and dead pump that is a bad pump. (0psi pressure)

If your vehicle stall and restart then your problem will reside with the idle air control, a good throttle body will remove the carbon build up,

OBD test resulted in a "too lean bank 1" diagnostics. How do I adjust the air/fuel mixture on the 97 Tj, 2.5L, multi point fuel injected engine to meet required specs.

There is no fuel mixture to adjust,this is done by the computer,the fuel filter might be the problem,or the injectors are in need of cleaning,use a treatment for the fuel such as luas,this will clean them ,and use less fuel as possible when added,if this does not fix the problem,have the fuel pressure checked the lean burn can be from weak fuel pressure from the fuel pump.

My oil pressure is dropping and at the same time my car is idleing to where it seems like my fuel pump is dying. Are the 2 related. If I step on the gas the oil pressure picks up and the my car gets gas...

Your oil pressure will increase and decrease with the speed of the engine. As long as your oil pressure increases, that's ok. The idle problem could be caused by a dirty fuel or air filter. I would start with replacing the fuel filter and check the condition of the air filter.

You haven't changed everything...map sensor controls spark and fuel mixture as does the throttle position sensor, also check the idle control valve...Don't just buy stuff...do testing first.

Doesn't start on first turn, by 2nd or 3rd starts. Idles rough.

Battery should be around 12V the alternator puts out 14V. Sounds like a fuel problem, leaking injectors or injector's O-rings. Weak or faulty fuel pump, clogged fuel filter, faulty fuel regulator. Try this, when starting the car while cold. Put the key all the way to the ON position, wait five to ten seconds then crank the car to start. It should start the first time the longer you give it the more fuel pressure there will be to start the car.
