Have you checked fuel pressure before and after the first attempt to start ?
It could be low fuel pressure or a problem with the cold start injector if equipped.

SOURCE: 1989 Toyota FJ62 is hard to start after sitting

fj 60 series 2f and 3f petrol en gines always ,going back to the first of these motors have alway s been a problem to start particularly hot ,over several days fuel can drain back from the fuel pump.BUT I am a liile confused, you say,FJ 62, THAT IS APETROL ENGINE WITH A CARBURETTER. yet you speak of injectors,if it is a DIESELmotor the vehicle is HJ60 with a 2h motor ,if it is a HJ62 then it will have a 12HT TURBO diesel motor,I can tell you where to look to solve the problem no problem at all, but i need an accurate description of the vehicle as they are all different engines

Buy a high amperage cold cranking battery! Typically there used in diesel engines, this will solve any hard starts!

SOURCE: 1987 E.F.I. 4 runner wont start cold, a little

sounds like the fuel pump ...yes starting fluid will start the vehicle but consider it will damage your components and you risk many internal issues especially with today's electrical components ..if a constant pressure is not maintained and a fuel pressure test can be done at many part stores to tell you the exact pressure and what it would be at {For Free} i am also considering you to check all the vacuum lines for dry-rot as this will also contribute to this issue try carburetor choke cleaner around the intake manifold and vacuum lines to see if there is a change in the motors performance ...but im nearly 100% certain you will find it is the fuel-pump ..

1996 honda will not start under 60 degrees

tune it up. (fresh spark parts work best in cold and for sure damp wheather.
fresh gas?
leaking injectors?
isc stuck closed, and rpm low, hot?

the ecu, anticipates the next cold start,
it knows how much to open the iSC valve, to get a good start cold
and if colder to day, it opens more. (math)
if it (ISC) is gummed up,fas all do, it cant start right
so next time, try %10 throttle, starting, emulating a good ISC.
see?

1989 tracker. hard to start when cold but starts fine when warm.

89 has the old stand alone spark distributor.
the ECU is spark free, (no player here)
so here is the list for this engine 1.3 or 1.6L
the 1.3 has a carb. (last one) and is NOT EFI ,
you never said which engine it has. so ill guess at the 1.6L
This engine will have hard starting for the fooling reasons.
we dont guess at it we just do the tests.
  • Bad fuel.
  • Never tunedup this decade or every 60,000 miles per opr. guide.
  • low engine compression 150 good, if all are very low the cam timing belt slipped., (they all do , ignored) and is 60k service point.
  • CEL dead key on, bad ECU or lamp bad.
  • CEL glowing running, its telling you what is wrong, get the flash codes (DTC's)
  • Too high fuel pressure. (bad regulator in front of TB)
  • ECT bad. the 2 pin engine coolant temp sensor is bad. test it.
  • The injector leaks in the throttle body (look with eyes)
  • You find that adding 5-10% throttle cranking makes it more easy that is a bad, IAC valve, the valve at the base of the throttle body is stuck closed and kills all cold start air supply. making cold starts very hard, unless tricked with right foot. yes?
  • when any gas engine fails to start cold, i check for too much or too little starting fuel. and for very good spark.
  • Good engine, good spark the good fueling, there are tests for each, ASK?
