That is correct.
In this setting the PCM controls this for you and will engage 4WD when needed. It does this by monitoring speed sensors for slippage and controls the locking/unlocking of the front hubs with a vacuum controlled solenoid.

Here is copy of the page in owners manual

If equipped with the Control Trac 4x4 System, and 4L (4x4 LOW)
is selected while the vehicle is moving, the system will not
engage. This is normal and should be no reason for concern.
Before 4L (4x4 LOW) can be engaged, the vehicle must be
brought to a complete stop, the brake pedal depressed and the
transmission placed in N (Neutral).
The vehicle should not be operated in 4H (4x4 HIGH) or 4L (4x4 LOW)
on dry pavement. Doing so could result in difficult disengagement of the
transfer case, increased tire wear, decreased fuel economy and may
damage driveline components.
Your 4x4 features the heavy-duty Control Trac system which includes a
computer-operated transfer case. This unique system is interactive with
the road, continually monitoring and adjusting torque delivery to the
front and rear wheels to optimize vehicle control.
System indicator lights
The Control Trac system indicator lights illuminate only under the
following conditions. If these lights illuminate when driving in 2H or
A4WD, contact your authorized dealer as soon as possible.
4X4 HIGH - momentarily
illuminates when the vehicle is
started. Illuminates when 4H is
selected.
4X4 LOW – momentarily
illuminates when the vehicle is
started. Illuminates when 4L is
selected.
Positions of the Control Trac system
The Control Trac system functions
in four modes:
2H (2WD HIGH) delivers power
to the rear wheels only. This is
appropriate for normal on-road
driving on dry pavement.
A4WD (4X4 AUTO) provides
electronic control four-wheel
drive with power delivered to all
four wheels, as required, for
increased traction. This is appropriate for all on-road driving
conditions, such as dry road surfaces, wet pavement, snow or gravel.

If you have an owner manual it will tell you how it works and it will tell you a lot about your expedition if you do not have one in the glove box see if the dealer or person you got it from keep help you out in getting it to you.

Expedition is AWD but drives all of the sudden like it's stuck in 4WL ????

There is a small difference in what you are saying here. "AWD" stands for All Wheel Drive. 1999 Ford Expedition is equipped with (A4WD) which stands for Automatic 4-Wheel Drive. There is a big difference between these two systems. The AWD has no driver controls and drives all of the wheels all of the time. the A4WD system ia capable of shifting in and out of 4WD automatically as needed, depending on wheel speed sensor data that indicates wheel slippage. The A4WD also has a 4WD Mode switch mounted on the instruent panel to allow the driver to override how the system operates.

FIRST, check to make sure that the 4WD Mode switch is in the "AUTO" position. If the switch is in the correct position, then you will need to scan your transmission and transfer case control modules and perform visual an functional inspection of the system to pinpoint the cause of the malfunction. It could be anything as simple as a defective mode switch to a major problem like bent/broken shifting forks inside the transfer case, requiring complete overhaul. Proper diagnosis will be required.

The service 4wd light came on in my 2002 envoy.

There are two motors under the vehicle. The front axle actuator moves ONLY during 2HI->A4WD and A4WD->2HI transitions. The transfer case encoder motor makes a lower pitched noise in every mode transition: 2HI->A4WD, A4WD->4HI, and 4HI->4LO, and the three transitions upwards.

If EITHER of the motors fails to do what the TCCM commands it to do, the switch light will flash and the Service 4WD light on the dash will come on.

If you're a DIY mechanic, you might look into them further, or just take it to a mechanic who knows our systems. The average mechanic is not going to know the theory of operation of the trailblazer/envoy 4x4 system, which is pretty unique in the industry

Do I drive in A4WD or 2Hi?

Either one is fine I would use 2wd unless it is raining or snowy or you are on loose gravel. But you can leave it in a4wd all the time. In a4wd it will stay in 2 wd until the vehicle sees wheel slip, then it will shift into 4wd automaticly. If you have it in 2wd it won't shift into 4wd by itself.

'98 Ford Expedition - 4WD/AWD won't engage. The switch to engage the 4WD/AWD does not light up and the 4WD/AWD will not engage. No engaging noises or anything. It's as if the switch has...

I had a similar problem, but not exactly the same. In my expedition 98 the A4WD worked, but the 4x4 hi or low did not. Ford dealership diagnosed it to be the transfer case shift motor. I bought one from ebay for $85 and replaced it myself and it works fine now. They wanted $450 to replace it.

Some say you can tap the transfer case motor with hammer, but gently and it may come to life. I didn't try that.
