Is there in line fuses on a buick? It has to be something simple "I Hope". When I put the battery in do you have to wait a certain amount of time for the computer to reset itself?

this is a common problem with all GM cars.
It is not your fuse or the power, it is in the column.
Pull the removable cover from under the dash to expose the column,
you will see a long plug with a crazy amount of wires going into it.
pull the plug out, and make sure there is no debre in the plug, or dried out grease.
while your looking make sure no wires are burnt, singed or cracked.
If this does not work, then you may have to take it in to have the wheel pulled so the components and wires can be chacked in the column.
Note:
If you can shift the car out of park without pushing on the brake, this is definatly your problem.

SOUNDS LIKE A SHORT IN THE WIRING. IT IS USUALLY UNDER THE FLOOR MATTING OF THE CAR. CHECK OUT THE WIRE AT THE GROMETS AT THE DOORS.

In order for the cigar lighter and the aux.outlet to both have a fault narrows it down to the Cigar Relay or the Rear Integration Module...If you have a voltmeter we can pinpoint the fault..If not, a relay cost about $10, the RIM is rather expensive...I would suggest changing the relay (auto parts store)...
If the fault remains...I'll take it from there...

Check fusible links coming off of the starter, with the battery disconnected.
Pull on the various colored wires that have a barrel of foam on them about 1/2" to 2/3" long that indicated that the wire is a fusible link.
If a fusible link stretches, the inside of it is blown. Many circuits can be controlled by the fusible links.

REPLACEMENT
Fuses protect all the major electrical systems in the car. In case of an
electrical overload, the fuse melts, breaking the circuit and stopping the flow
of electricity.
If a fuse blows, the cause should be investigated and corrected before the
installation of a new fuse. This, however, is easier to say than to do. Because
each fuse protects a limited number of components, your job is narrowed down
somewhat.

The amperage of each fuse and the circuit it protects are marked on the fuse
box, which is located under the left side (driver's side) of the instrument
panel and pulls down for easy access. To replace a fuse, simply pull it from the
panel. Insert a new (same amp rating) fuse in its place.
