I have a 99 f350 powerstroke and the speedometer is staying on 40

I have replaced the speed sensor in diff. with no change. it works sometimes for about 5 miles then stays on 40 mph.the cruise still works fine.if i shut the truck off and beat on the dash the speedometer will come down slowly to 0, and when i try to drive it again it will immediately go back to 40

Have your alternator checked. I had a Lincoln that had the odometer and speedometer recording at a stop. Turns out it was stray voltage from alternator traveling through my chassis.

There actually is a Fuse and a Relay for this. There should be a Fuse in the Cab Fuse Box and a Relay in the Fuse Relay Box under the Hood. These are where I would start.

Article 96-26-21 is being republished in its entirety as part of a consolidated 7.3L diagnostic aid booklet.
ISSUE
Some vehicles with transmissions built prior to 11/13/95 (5L13) may exhibit a driveline resonance/vibration between 1400 and 2000 RPM with the torque convertor engaged. This may be caused by the torque converter.
ACTION
Prior to torque converter replacement, refer to the following Service Procedure for details to verify conditions.
SERVICE PROCEDURE
1. Verify the resonance/vibration does not occur in neutral and is most noticeable between 1400 and 2000 RPM with the converter clutch engaged during medium to heavy throttle conditions. Also watch for the vibration to diminish at engine speeds lower than 1400 and higher than 2000 RPM. If the concern meets all of these conditions and the transmission has a built date prior to 11/13/95 (5L13), replace the torque converter. Refer to the appropriate Service Manual for removal and installation procedures.
2. If the vibration concerns do not meet the conditions, check for non-factory installed items that could affect driveline and verify proper installation. Also refer to the appropriate Service Manual, Section 05-00 for diagnosis and testing.

Speedometer not working abs and check engine light stays on also my brake lights dont work im getting 12 volts to every thing but brake lights all other lights front and rear work im only getting .11...

the brake lights not working is most likely a fuse , as for the ck engine light you have to get a scanner and find what codes you have same goes for the abs that also could be a fuse and you need a scanner to ck the abs code which is not the same as the ck engine , which is a emission problem but , they are still safe to use the anti locks just will not work but that is ok , as for the speedometer that could be something else maybe a fuse but I do not think so , is it digital or mechanical or electrical , be more specific on this one , could be a number of things

Speedometer won't work.ford dealer says no sensor in transmission.i changed the sensor in the rear diff.that didn't help.

If it doesn"t have a speedo cable it has to have a speed sensor. It is usually located on the drivers side of the transmission bolted into the tail housing. Sometimes they have a cable going to the sensor but was changed to just the sensor. Have you called a parts house like auto zone, and asked if they have a listing for a vehicle speed sensor for your vehicle> You do not have to go to the dealer all the time.By the way most speed sensors are on the outside of the trans not on the inside.Usually a 11mm wrench will remove the bolt that holds the sensor in place. Remove the bolt pull the sensor out and replace with new.

Does the speedometer work? Sounds like the speed sensor in the differential.

Speedometer intermittent and ABS/Brake light stays on

it sounds like it is the speedometer cable that goes from the speedometer gauge to the transmission is wearing out.unless you have done one of these before then i would suggest having someone do it for you.
