Most likely cause is the hazard warning light switch , this unit is all electronic inside and it sounds like the hazzard light unit has failed , You might find you can solder a connection on the back but i cannot remember what model or make of vehicle i have done this on ,, Just renew the whole unit and it will all work as it should
It depends on the make , model an year vehicle an what controls that signal light . Lot's of vehicles use a BCM - body control module to turn on these light's an also sends a message to the radio for the sound . Sound could come from the driver door speaker or speaker inside the instrument cluster . Do you hear sound for the right turn signal ? What a strange thing to have happened.
I'm assuming that it was installed in the vehicle, so the thief would have had to:
1) Get access into the vehicle (hopefully the doors were locked)
2) Open the hood (latch release mechanism is inside the vehicle)
3) Disconnect the battery. (stops the horn from blowing)
4) Remove the steering wheel
5) Remove the turn signal assembly.
Sounds like a LOT of work to steal the part.

If you look under the hood of most vehicles you'll see a black box sometimes labeled 'relay center'. Usually in your owners manual or under the lid of that box is a routing diagram that explains what relays do what. Find the one labeled turn signals - usually the relays for the turn signal are in that box - but you'll also want to check your vehicles fuse panel inside the vehicle for any fuses that are related - but a relay is what is used mostly for things like turn signals, windshield wipers, fuel pumps, etc. Under the hood - inside that relay box - you can either swap the relay for a non-essential item that uses the same relay - for example: your 'horn' relay is the exact same size, dimensions, code, etc. as your turn signal relay. Hit the horn. If it works - so does the relay. You can swap them out to test. If you put that horn's relay in the place of the turn signal relay and the signals come on - you know it's your relay. Advance, Napa - any major parts houses have one on the shelf in the back for most major models and usually you can stop in and pick up/no ordering required. look for the hazzard /4 ways switch. see if this is where this ticking is coming from. if so slowly move the turn signal switch . if it stops or changes, you have a bad turn signal switch. the hazzard and the turn signals operate through the hazzard switch..it has a built in relay.hope this was helpful

sounds like you need a combo flasher assembly..located in fuse block inside vehicle under steering column..there may be a plastic cover under dash you have to remove to see fuse block..large black relay that plugs into fuse block..if you pick up a new one,you will see what it looks like..available at dodge dealer..combo flasher or drl/signal relay
