What shape is the light? Where on the dash? Check your owners manual to see exactly which light on the dash that is. It may be an oil change lamp reminding you to have your regular service done. The dealer or a good Honda mechanic can reset that light after they change your oil.
I have a 1998 Honda Accord 4cyl vtec that is doing the same thing but only when its cold. Once the car warms up the lights stop flashing. When this does happen the wipes are slow, light the alternator isn't charging properly. This isn't a service light issue. I know how to reset this light. Lights on the dash that flash are the battery light, the door open indicator lights on the dash and the brake light - all at the same time. I had the battery replaced since mine was two years old but this didn't fix it.
Service reset 1. Turn the ignition OFF. 2. Press and hold the reset button (0.0)
3. Turn the ignition ON. 4. Release the button (0.0) 5. Within 20 seconds: 6. Press the button (min). 7. The maintenance key disappears. 8. Turn the ignition OFF. 9. The service indicator has been reset.

Honda makes reference to proper vehicle maintenance in their service/user manual. Consult your authorized Honda dealer before doing anything that may void your vehicle warranty.
Your dealer will reset the display
after completing the required
maintenance service. You will see
‘‘OIL LIFE 100 %’’ on the odometer/
trip meter display the next time you
turn the ignition switch to the ON
(II) position.
If maintenance service is done by
someone other than your dealer,
reset the maintenance minder as
follows:
1. Turn the ignition switch to the ON
(II) position.
2. Press the Select/Reset knob until
the engine oil life indicator is
displayed.
3. Press the Select/Reset knob for
more than 10 seconds. The engine
oil life indicator and the
maintenance item code(s) will
blink.
4. Press the Select/Reset knob for
more than 5 seconds. The
maintenance items code(s) will
disappear, and the engine oil life
will reset to ‘‘100.’’
Important Maintenance
Precautions
If you have the required service
done but do not reset the display, or
reset the display without doing the
service, the system will not show the
proper maintenance intervals. This
can lead to seriousmechanical
problems because you will no longer
have an accurate record of when
maintenance is needed.
Your authorized Honda dealer
knows your vehicle best and can
provide competent, efficient service.
However, service at a dealer is not
mandatory to keep your warranties
in effect. Maintenance may be done
by any qualified service facility or
person who is skilled in this type of
automotive service. Make sure to
have the service facility or person
reset the display as previously
described. Keep all receipts as proof
of completion, and have the person
who does the work fill out the
maintenance record. Check your
warranty booklet for more
information.
Note: the Service Reminder Indicator displays 3 messages: OEL, IN 01, and IN 02. These display to alert the driver to follow the items listed under the manufacturer's service interval. To reset the message displays, turn the ignition switch on. Press and hold the odometer reset button "A" located below the speedometer. Turn off the ignition while holding the button. "OEL" will display on the indicator.
