99 cougar 2.5 v6..starting problems

take your car to autozone. It might be your alternator. It is better if you take off the alternator to have it tested, just incase it is a parasitic leak. This happened to my navigator 2 days ago. It was wierd because it ran fine when it was warm outside. But kept killing by battery when it was cold!

The Car wants to stall and die at start up until it warms up a bit. I have to drop into low gear and manually have to shift until it hits that warm up point

you need to have the Engine Coolant Temperature switch checked, since the computer relies solely on sensors, the ect tells the computer how cold or hot it is so the computer will make it a rich or lean mixture to start the engine,if it tells the computer that it is 75 degrees the computer will lean the mixture like starting a car in the winter without a choke.

1999 cougar diagnostic code p0430 and p0420

Failed or faulty oxygen sensor, or faulty catalytic converter. It's actually the oxygen sensor reading that the catalytic converter is not functioning properly & needs relacement. That's provided the oxygen sensor is not faulty, which personally, I'd go for that first.
Both would explain excessive fuel usage.
