If your spare tire will not lower down then the secondary latch is stuck like mine was.
The info at this link worked for me:
http://www.fixya.com/cars/t4375415-not_lower_spare_tire

I posted some pictures there also.

How to take a spare tire off gmc envoy 2004

Since the spare is mounted under the rear of the car, Its not easy...you have to assemble the long crank rod out of its two pieces, then feed the rod through the hole in the top of the rear bumper and lock it into the mechanism that holds the tire in place. Once the crank rod is locked in, lower the tire towards the ground. Once the tire is low enough, you can crawl under the car and release the tire from its mount. The hardest part is locking the crank rod into the spare tire mechanism through the hole in the bumper.

Well ,2004 tribute there is a noise, all the time and I was told that may be from tires, that is from tire shop, but tires are still about 80% left, and if I change tires and the noise is still there what...

If you have large tire tread then it is probably tire to road noise, this is nothing to worry about. The best way to tell is driving on different road surfaces. the noise will change as the road changes.

My 2004 sierra denali vibrates or feels like I'm running over the lane change bumps on the freeway. What could it be? The rear end, the transfercase, or the drive line?

Most likely a bad wheel bearing assembly, Jack up each wheel individualy starting at right front (passenger) under lower control arm, just enough to get tire of the ground. With tire still on place hands on outside of tire at 3 oclock & 9 oclock & try to move in & out, push & pull. If there is play it will need to be replaced. Check all 4 wheels this way.

I have a 2004 GMC 2500hd 4x4 lifted with 37" tires, my power steering does not work unless the truck is moving. is that normal, or there a fix?

Because of the big tires, it takes more power than the system has to turn them while sitting still. The system was designed to work with the proper size tires only. A new steering pump may be a little stronger than yours since it is not worn any.

Correct Tire Size?

Your speedometer would be incorrect and your ABS brake function would change slightly, it would activate at a lower speed. Fuel economy would suffer slightly at highway speeds.
However, you can take it in to your dealer and they can reconfigure the vehicle to accommodate the smaller tires so your speedo and ABS function properly. They merely have to change the configuration files.
Good luck, hope this helps.
